EXPERIENCE:  The partnership of WAXMANS, III is a small business enterprise specializing in the preparation and administration of Community Development Block Grants in the State of Louisiana.  The firm has two offices; one in Monroe, Louisiana and one in Jasper, Texas which services the Southwest Louisiana Area.  Each of the Partners possesses years of experience in all facets of the CDBG program including, but not limited to, Application Preparation, Labor Standards, Real Property Acquisition, Equal Opportunity/Fair Housing, Environmental Assessment, Project Construction Management and Closeout Procedures.

 

David J. Waxman, Managing General Partner performed grant application preparation, many real property acquisitions under the Uniform Real Property and Relocation Act, including such situations as acquiring rights-of-way for water lines through donation, to voluntary acquisition of water well sites, to full Uniform Act Acquisitions, including appraisal for housing sites.  In addition, Mr. Waxman has completed more than 500 Environmental Assessments for CDBG projects, set up the Administrative process for more than 500 Louisiana and Texas CDBG projects, including financial management requirements, handled contract amendments, been involved in over 250 force account projects, overseen more than 350 construction projects done through the Bid/Contract process, provided Fair Housing and Equal Opportunity Administration and completed over 100 project closeouts.  Mr. Waxman has prepared over 1,000 Grant Applications for Community Development projects, including fire, streets, water, sewer, housing, sanitary landfills and a wide variety of other projects, including Economic Development Projects.

 

Beth Waxman’s 30 years of experience includes approximately 600 projects working with such Federal/State agencies as HUD, EDA, USDA, DOA, ORCA, and the Water Development Board, as well as locally funded projects financed by revenue and tax bonds.  Project types include water, sewer, highway, bridges, buildings including community centers, governmental, industrial/commercial, private prisons and economic development infrastructure.  Her work efforts include the design, development and implementation of an instructional manual and computer aided training for Davis-Bacon Law and Related Acts required by federally assisted construction projects.  Additionally, all Employee Hiring requirements are covered meeting both Federal (Homeland Security) and State requirements.  Other efforts include assisting contractors in enrolling in Homeland Security Pilot Program.
